The problem with this plan is that, even if NBC were to successfully lure Daniel Day-Lewis with a massive paycheck into doing this project, it doesn't necessary mean that investment would be wise or that a similarly massive audience would follow. As talented as an actor as he is, he doesn't exactly send people running to the box office...

Does Downton Abbey get the kind of ratings that NBC would like? Especially since I imagine this show will be rather expensive even without Day-Lewis.NBC passed on 'Downton Abbey' two years ago believing US audiences didn't want period dramas

Anybody else remember when supposedly Silver/Ritchie/RDJ all tried and failed to get him to play Moriarty in the SHERLOCK HOLMES sequel? He turned down (if he actually was offered it) surely a big paycheck that most actors wouldn't have turned down.
So good for him that he can do any project he wants and not have to do a Marvel movie to pay the dental bill.

Daniel Day-Lewis is not Jessica Lange. Or even Glenn Close.
Apparently last season it ranged from 4 point something to 5 point something million viewers. On NBC: Revolution's finale got 8.5, Parenthood gets almost 5 million.
So not huge. Of course one COULD argue that if it were on NBC the ratings would be higher than on PBS, but we can't know that for sure.
