Say what you will about Ryan Murphy, but Ava Moore on Nip/Tuck is the most fascinatingly written character I've encountered on television. A hybrid of The Graduate's Mrs. Robinson and Lilly Dillon from The Grifters, Ava is predatory, manipulative, dangerously sexy, and somewhat evil--as well as vulnerable and remarkably sympathetic.

Famke Janssen is simply masterful in the role. Why doesn't she have her choice of the best scripts in Hollywood?

In addition to some of the choices said here (mostly Jesse Pinkman and Sterling Archer), I gotta add Derpy Hooves to the list. She started as a glitch, and became a background character, and oddly is one of the most endearing aspects of Friendship is Magic. I don't know, I always smile when I see that character pop up in the background.

And yes, Walter White is one of the best characters ever put on television. He may not be likeable, but I'll be damned if he isn't fascinating to watch.
